Who hates forms? Yea, I realize they are necessary. But seriously my Principals have not been arrested for crimes against humanity. Can't I just write that down once and be done with it. Why do you keep asking me in every different form for every different agency in every different state. How about a centralized database (or form) that asks these standard questions. What officials have you bribed? Who terminated you? What's your bosses social security number (it pains me to give that out)? Who have you slept with over the last five years? What's your blood type? How many native Americans work for you?

I'm happy to provide this information. But would a little standardization hurt? Can we get together and develop a standard form that provides agencies with all this useful information. Agencies love standard forms! I've already got a name ... Sf331! Once they adopt it we'll have to pull it away from the same cold dead hands that are clutching that good old sf254. Oh, didn't you hear? Rumor has it they might replace that form ten years ago.

This industry has a case of forms over function, meaning agencies need certain information but they go about it in an inefficient way. The real problem is that nobody from our industry has said, "stop. This is madness. There is a better way to do this!" Who amoung us is willing to champion this battle, develop a standard form, and sell agencies on this idea?

Forms Over Function Standardization

Others are working toward a similar goal. There are efforts afoot to standardize operations and maintenance data using open protocols to record and transfer O&M information between manufacturers, contractors and owners. See the NIBS OpenO&M Facilities Joint Working Group website for more information:

This approach may work in standardizing the presentation of proposal and qualifications statements.
